加拿大政府日前公布了新的聯邦移民項目——大西洋移民試驗項目Atlantic Immigration Pilot (AIP)，該計劃是大西洋振興戰略的一部分。加拿大政府希望通過該項目吸引更多的人才，尤其是在海洋省內畢業的國際留學生，以及有意在海洋省工作定居的中高等技術人才。此次Atlantic Immigration Pilot移民項目僅針對於加拿大海洋四省份，即New Brunswick新不倫瑞克省、Newfoundland and Labrador紐芬蘭省、Nova Scotia新斯科舍省和Prince Edward Island愛德華王子島省。
該項目屬於雇主擔保類的移民項目，申請人需要得到有效的雇主信，才可以申請。雖然該項目下的雇主無須經過繁瑣的加拿大勞工部獲取LMIA勞動力市場影響力評估批文，但是雇主需要給申請人提供必要的安家居住計劃（Settlement Plan）。此外，該移民團隊同時指出，有意通過該計劃雇用外國技術工人的雇主，需要先向當地省政府申請，且只有滿足相關條件的雇主才有資格申請。
該項目計劃將於2017年3月開始接受申請，加拿大政府今年接納最多2,000名移民申請，其中Nova Scotia占800個名額。Atlantic Immigration Pilot 要求（中英對照詳細解析）如下。

海洋省國際留學生類別
Atlantic High-Skilled Program
一、工作經歷Work Experience
無工作經歷要求
Not need any work experience
二、教育要求Education
在海洋四省認可的教育機構，完成為期2年的教育課程；
作為全職（Full-time）學生，在加拿大全職學習至少兩年；
申請時，畢業時間不超過一年；
在畢業前的兩年內，在海洋省生活至少16個月；
持有有效的簽證和學習或工作許可；
語言課程或遠程課程不能超過總課程的一半；
A minimum 2 year degree, diploma, certificate, or trade or apprenticeship credential from a recognized publicly-funded institution in an Atlantic province
Been a full-time student in Canada for at least 2 years
Graduated in the last 12 months when you apply
Lived in one of the Atlantic provinces for at least 16 months in the last 2 years before you graduated
Had the visa or permit needed to work, study or train in Canada
Your study or training program cannot be: English or French second language courses for more than half of the program, or distance learning undertaken for more than half the length of the program

中等技術人才類別
Atlantic Intermediate-Skilled Program
一、工作經歷Work Experience
在過去的3年內，累計有償工作滿1560個小時（30小時/周）；
全職、兼職皆可；
可受雇於不同的雇主，但需是同一類別的工作；
工作類別需符合NOC 0, A, B, or C要求。
Worked at least one year (1,560 hours total or 30 hours per week) within the last three years.
Can be full-time, non-continuous, or part-time, as long as it adds up to 1,560 hours.
The work must be: in one occupation (but can be with different employers) paid at NOC skill type/level 0, A, B, or C.
二、教育要求Edcuation
具有加拿大高中或以上學歷或學位；或者經過ECA認證的相當於加拿大以上同類文憑的學歷
A Canadian secondary (high school) or post-secondary certificate, diploma or degree, OR A foreign degree, diploma, certificate, or trade or apprenticeship education credential. Educational Credential Assessment (ECA) report is required.
三、雇主信Job Offer
需由海洋省合格的特定的雇主提供
工作崗位需符合NOC 0, A, B, or C要求；
非季節性的工作；
至少一年的工作邀請；
